Qualified Person (QP)

According to the Building Control Act, a Qualified Person (QP) is either a Registered Architect, who has in force a practising certificate under the Architects Act, or a Professional Engineer (PE), who has in force a practising certificate under the Professional Engineers Act.

Most regulatory authorities will require QPs to prepare and submit the development proposal on behalf of the development owners. Depending on the specialised works of the development, building owners may have to engage more than one QP for their expertise.

The directories of the Registered Architects and Professional Engineers are found on the Board of Architects Singapore website and Professional Engineers Board Singapore website respectively. The Architect is usually the main coordinator of the project team.

Public Utilities Board (PUB)

The Public Utilities Board (PUB) is the Singaporean statutory board of the Ministry of Sustainability and the Environment (MSE) responsible for ensuring a sustainable and efficient water supply.

​The PUB regulates and oversees the country’s entire water supply system, which comprises the water catchment systems, drainage systems, water works, water reclamation plants and sewage systems.

PUB is Singapore’s National Coastal Protection Agency since 1 April 2020.

Prefabricated Prefinished Volumetric Construction (PPVC)

It is a construction method whereby free-standing volumetric modules (complete with finishes for walls, floors and ceilings) are manufactured and assembled in an off-site fabrication facility before being transported whole to the building site where it is then installed.

Provisional Permission (PP)

The Provision Permission (PP) is the approval of the development proposal by the URA. The URA may state a list of conditions or comments in the PP for compliance.

The Qualified Person has to make further submission to the URA for the final permission, known as a Written Permission, before the PP expires in six months. 

Platform Level (PL)

Platform level of the development refers to the lowest point in the floor level of the development.

The PUB requires a stipulated Minimum Platform Level (MPL) to be observed for all new developments for flooding precautions. Ancillary areas, such as driveways, may be constructed below the MPL, subjected to the PUB’s approval.
