Development owners may, through a Qualified Person, apply to the BCA for a Temporary Occupation Permit (TOP) before applying for the Certificate of Statutory Completion (CSC).
A Temporary Occupation Permit (TOP) is the permit from the Building and Construction Authority (BCA) to allow building owners to occupy the premises when key works have been satisfactorily completed and certified by the other authorities.
A further application to the BCA to obtain the CSC is required before the TFP lapses.
The PUB and the NEA also use the terms ‘TOP’ and ‘CSC’ for their respective permits and certifications.
