Under the Civil Defence Shelter Act 1997, all new houses and flats must have household shelters (HS) and/or storey shelters (SS) incorporated into the development.
The HS and SS are the two types of residential shelter to protect the users from weapon effects during wartime. Wall and slab thicknesses, area, height, position, electrical and communication components of the shelters are regulated by the SCDF.
A HS is located within the residential unit while a SS is located at a common area of a storey and serves the residents of that storey.
