According to the Building Control Act, a Qualified Person (QP) is either a Registered Architect, who has in force a practising certificate under the Architects Act, or a Professional Engineer (PE), who has in force a practising certificate under the Professional Engineers Act.
Most regulatory authorities will require QPs to prepare and submit the development proposal on behalf of the development owners. Depending on the specialised works of the development, building owners may have to engage more than one QP for their expertise.
The directories of the Registered Architects and Professional Engineers are found on the Board of Architects Singapore website and Professional Engineers Board Singapore website respectively. The Architect is usually the main coordinator of the project team.
